Regulated property
Regulated property is the term Dallas uses in its City Code for the kinds of goods covered by its dealer rules, which include new or used jewelry and crafted precious metals.[1]
Under those rules, a business that buys regulated property for resale and gets enough of that inventory from the public counts as a dealer and needs a license, with recordkeeping and holding duties attached.[1]
The Dallas guide explains the test and the duties in full.
The same kinds of rules exist in other cities under different names, so the vocabulary changes from place to place even when the duties are similar.
